Victor has well over a decade of experience in the Military, Department of Defense, and the Intelligence Community. He received a BA in Psychology from Michigan State University and has a Masters in Business Administration. He has worked in a variety of assignments as a Soldier and Civilian employee of the government. He would like to share his experience as a member of a “Tiger Team” in the interrogation efforts of detainees at Joint Task Force Guantanamo (JTF-GTMO). Victor deployed as Soldier in the United States Army during the height of JTF-GTMO from 2002-2003 which was a period of much change which included not only the facilities they operated out of but the rules of engagement for how the JTF conducted business. In his short time with us he hopes to provide what should be an educational and engaging view of a JTF-GTMO snapshot in time.
Mr. Wheeler regaled us with an amazing series of stories from Guantanamo Bay Cuba.  He gave our club a brief look into what the US went thru to extract information from Taliban forces.  Some of this information lead to the killing of Osama bin Laden.
